subaru fuel pump recall gas smell

I have a 2005 xt that smells like gas at around 20 degrees. The smell is so strong!! Oct 29, 2020 I had the recall done on my 2018 about a month ago and there was no gas smell. Fuel then runs down side of tank onto the exhaust. down and ask him to replace this fuel line.
